An in-between black hole

Unfortunately the guys(non gender) below look like they understand this way better than me. That being said, why aren't there millions of these within the Milkyway and how would you detect them.

Actually, it could be the pattern-detecting propensity of the human brain, the same thing that allows us to see dragons in the clouds, big foot in the Cascades, or Jesus in a peanut butter sandwich.
