The Secret Service has too few agents, with too little training, assigned to patrolling a White House fence that needs to be at least 4 to 5 feet taller than it is to keep out intruders, according to a punishing report from an independent panel of experts.

We don't need to make the White House appear any more a fortress than it does already, we just need to make it smarter.
As for the rest, I agree we need more, and better, agents, which will require better recruiting and training. Bringing in leadership from outside is also probably a good idea, as insiders may think there traditions are more important than their performance (which has declined seriously).
And yes, Congress needs to vote the funding, as it is in nobody's interest to have either the White House or the President placed at risk in today's world.
